I'm afraid she has it wrong. It's the UK that won't allow carry-on luggage
going OUT of the UK. As I've been hearing since yesterday (and most recently
a few minutes ago in an on-air interview with a TSA type) the U.S. will not
permit carry-on liquids, lotions etc. with certain exceptions to include
prescriptions (made out to the traveler), infant formula (if you're traveling
with a kid), insulin and a few other things. However, personal electronics
(laptops, PDAs, MP3 players, cameras and the like) are still OK,
though laptops
will continue to require individual inspection. The road warriors among us
are used to that drill: take it out of its bag and have it x-rayed separately
and maybe boot it up to prove it's for real. And God help you if the battery
is dead. :-)
The glitch, of course, is that while you may be able to carry these valuable
items with you when leaving the States, you'd better plan a route home that
doesn't include flying out of the UK. Or hope they change the rules by the
time you get there.
