They were both short of a full load, one of them much more than the  other.  
I just threw that out to generate conversation.
 
I would hate to be on the judging committee as to who should decide who has  
children and who don't.  Heredity and environment both play a part in the  
development of a child.  It might be hard to determine how a child would  
develop.  Children from good environments often turn out to be "Darwins",  and 
children from "Darwin" families often become outstanding.  I do think  environment 
is important though and would be a first consideration.
 
Over-population could become a major point of concern in the future.   
Immigration is causing some overflow in areas of the US from countries who want  to 
be a part of the "American Dream" for themselves and their families.   I'm not 
one to say that should be denied the opportunity, but I believe there  will 
come a time in the future when the US will have slow it down based on the  fear 
of over population, and who knows; limiting the amount of children might  
become a reality in the future.  I hope I don't see it, because even though  it 
would be a necessity, it sorta resembles communism IMO.
