I would go one step further. I would introduce a reproduction license. To
gain it you would need to demonstrate parental suitability. Incidentally, I
am sporting a new Chaplin moustache and have dyed my hair brown, greased it
and it is now swept across my forehead. I am looking to update my wardrobe
in brown.

I'm against the barbaric Chinese practice of killing "unlicensed" babies and
don't approve of the Eastern European free government abortion method of
birth control. BUT I have another notion that would also draw widespread
howls. Medically "lock" sexual maturity of male and female young folks
until they're productively working and earning good wages. They would have
to be licensed in order to get a reversal procedure. This approach would
vastly reduce the number of illegitimate babies born to ignorant and lazy
people.
